Are online casinos legal in California?

  • Sports betting: wagers on sporting events; authorization does not automatically include casino games.
  • Online poker: peer-to-peer poker can be licensed without a broader casino market.
  • Offshore and sweepstakes sites: availability is not the same as state authorization or consumer protection.

Sports betting and sweepstakes in California

  • Sports betting: No legal sports betting market as of July 2026. Statewide ballot measures for regulated sports betting failed in 2022, and no new market has been authorized. See licensed sportsbooks.
  • Sweepstakes casinos: Banned or blocked in effect. AB 831 adds Penal Code section 337o and Business and Professions Code provisions banning dual-currency sweepstakes games, effective January 1, 2026. Governor Newsom signed the bill October 11, 2025. Read the sweeps guide.
